أصبح التحول الرقمي من المواضيع الأساسية لدى الحكومات والمؤسسات في جميع أنحاء العالم، وذلك بفضل ثورة المعلومات والاتصالات الحديثة التي أحدثت تغييراً جذرياً في المفاهيم والمصطلحات الاقتصادية. هذه الثورة أدت أيضاً إلى تغيير جذري في طريقة تقديم الخدمات، سواء للعملاء أو المواطنين، مما أسهم في نشوء التجارة الإلكترونية. في هذا السياق، اتخذت الجزائر أولى خطواتها نحو التحول الرقمي في بعض القطاعات بهدف تطوير أداء التجارة الإلكترونية، وتطوير البنية التحتية، وكذلك تبني التقنيات المتطورة والتطبيقات التي تواكب الثورة التكنولوجية والتطور التقني في مختلف مجالات.
توصلت الدراسة إلى أن الجزائر تسعى إلى تبني التحول الرقمي لتحسين ترتيبها الإقليمي والقاري، إلا أنها لا تزال تعاني من تأخر في هذا المجال بسبب ضعف بنيتها التحتية لتكنولوجيا المعلومات والاتصال، وكذلك في تبني تقنيات متطورة مثل الذكاء الاصطناعي والحوسبة السحابية والأمن السيبراني، بهدف تحسين أداء التجارة الإلكترونية وتوفير بيئة آمنة وموثوقة للمعاملات الإلكترونية.
ويمكنها الاستفادة أيضًا من تجربة الإمارات من خلال استيعاب أفضل الممارسات والتقنيات الحديثة المستخدمة في هدا المجال.
Abstract:
Digital transformation has become a fundamental topic for governments and institutions worldwide, thanks to the modern information and communication revolution that has radically changed economic concepts and terminology. This revolution has also led to a fundamental change in the way services are delivered, both to customers and citizens, contributing to the emergence of e-commerce. In this context, Algeria has taken its first steps towards digital transformation in some sectors with the aim of developing e-commerce performance, improving infrastructure, and adopting advanced technologies and applications that keep pace with the technological revolution and technical development in various fields.
The study found that Algeria seeks to adopt digital transformation to improve its regional and continental ranking. However, it still suffers from delays in this field due to the weakness of its information and communication technology infrastructure, as well as in adopting advanced technologies such as artificial intelligence, cloud computing, and cybersecurity, with the aim of improving e-commerce performance and providing a secure and reliable environment for electronic transactions.
Algeria can also benefit from the UAE's experience by assimilating best practices and modern technologies used in this field.
