Keywords: monetary authorities Monetary and banking law monetary stability Islamic banking. | | Résumé : | هدفت هذه الدراسة إلى تسليط الضوء علىدور ومهام السلطات النقدية في ظل القانون النقدي والمصرفي الجزائري، باستخدام المنهج الوصفي المدعم بأسلوب التحليل، وذلك من خلال الإحاطة بكل ما يتعلقبالسلطات النقدية، مع الإشارة إلى بنك الجزائر باعتباره سلطة نقدية تسعى لتحقيقالاستقرار النقدي والمالي. أدخل القانون النقدي والمصرفي 23/09إصلاحات جذرية على مستوى السلطات النقدية وعلى مستوى القطاع البنكي بما يتواكب والتطورات الدولية وهو ما سيسمح بعصرنة النظام المصرفي وتعزيز حوكمته واستقراره.
خلصت الدراسة إلى مجموعة من النتائج الهامة، ولعل أهمها التطور الكبير في مهام بنك الجزائر منذ صدور القانون 90/10 إلى غاية صدور القانون النقدي والمصرفي 23/09 والذي تضمن عدة مستجدات لعل أهمها الدينار الرقمي وترسيم الصيرفة الإسلامية في القطاع المصرفي الجزائري فضلا عن أدوات السياسة النقدية الجديدة كالتمويل الأخضر.
This study aimed to clarify the role and functions of the monetary authorities under the Algerian monetary and banking law, using a descriptive approach supported by an analytical method, by covering everything related to the monetary authorities, while referring to the Bank of Algeria as a monetary authority that seeks to achieve monetary and financial stability. The Monetary and Banking Law 23/09 introduced radical reforms at the level of the monetary authorities and at the level of the banking sector as appropriate with international developments, which will allow for the modernization of the banking system and the strengthening of its governance and stability.
Through this research, it was concluded to an important results, perhaps the most important the development in the tasks of the Bank of Algeria since the issuance of Law 90/10 until the issuance of Monetary and Banking Law 23/09, which included several developments, the most important of which are the digital dinar and the deposition of Islamic banking in the Algerian banking sector as well as new monetary policy instruments as green finance.
