Keywords: Municipal development plans, planning, municipality, development, local development, Bousselam. | | Résumé : | من خلال هذه الدراسة التي سعت الى إبراز مفاهيم عامة حول التخطيط و البلدية، و كذلك التنمية و التنمية المحلية من دون نسيان ابراز دور و أثر المخططات البلدية في عملية تحقيق التنمية المحلية في بلدية بوسلام، باعتبارها أحد أهم الوسائل التي يعتمد عليها المواطن في تقديم إحتياجاته و متطلباته و ما يرغب في تحقيقه من تحقيق الرفاهية و التنمية المحلية، و المشاريع المخطط لها من طرف البلدية التي تسعى الى تحقيقها من خلال مخططاتها، حيث تهتم التنمية المحلية بالاحتياجات الضرورية للمجتمع والمواطنين وتحسين مستوى معيشتهم، ولإثبات نجاعة المخططات البلدية ودورها في تحقيق التنمية قمنا باسقاط الدراسة على بلدية بوسلام لرؤية مدى مساهمة المخططات البلدية في التنمية المحلية في البلدية من خلال مشاريع المخططات التي استفادت منها البلدية خلال سنوات 2021-2022-2023. وتم التوصل الى أن للمخططات البلدية دور كبير وأهمية بالغة في تحقيق التنمية المحلية، حيث تعتبر عجلة التنمية والقاعدة الاساسية لتجسيدها ، لكن في نفس الوقت لها سلبيات ونقائص من ضعف التمويل المحلي وتحكم الهيئات المركزية في اتخاذ القرار.

Through this study, which sought to highlight general concepts about planning and municipality, as well as development and local development, without forgetting to highlight the role and impact of municipal plans in the process of achieving local development in the municipality of Bouslam, as it is one of the most important means that citizens rely on to provide their needs and requirements and what they want to achieve in terms of achieving well-being and local development, and the projects planned by the municipality that it seeks to achieve through its plans, as local development is concerned with the necessary needs of society and citizens and improving their standard of living, and to prove the effectiveness of municipal plans and their role in achieving development, we applied the study to the municipality of Bouslam to see the extent of the contribution of municipal plans to local development in the municipality through the planning projects that the municipality benefited from during the years 2021-2022-2023. It was concluded that municipal plans have a major role and great importance in achieving local development, as they are considered the wheel of development and the basic basis for its embodiment, but at the same time they have negatives and shortcomings from weak local funding and the control of central bodies in decision-making.
