KEY-WORDS:digital economy, Electonic management. | | Résumé : | تعتبر الإدارة الإلكترونية كأحد أهم الإستراتيجيات المتبعة لتحسينوترقية الخدمة العموميةفي ظل الإقتصاد الرقمي، وتقريب الإدارة من المواطن وما نتج عن التحول نحو مشروع الإدارة الإلكترونية على مستوى الخدمة العمومية، وهي تمثل إحدى مفاهيم الثورة الرقمية التي تتيح للجميع المعرفة وتقديم الخدمات الإدارية كما أن للإدارة الإلكترونية دور هام في تحسين الخدمات العامة المقدمة للمواطنين من خلال السرعة في الإنجاز والإتقان في الخدمة كالدقة والفعالية بالإضافة تخفيض الإجراءات وإنجاز المعاملات في أقل وقت ممكن وبأقل تكلفة، وبالتالي نقلة نوعية في نموذج الخدمة العمومية، من خلال تطبيق اليات الإدارة الالكترونية الخطوات الصححيحة لسيرها
لذا فعلى الأفراد التحول للإستخدام أدوات الإقتصاد الرقمي والإدارة الإلكترونية، كونها تسهل التعاملات بصفة كبيرة،
وتعد الإدارة الإلكترونية أداة مهمة تساهم في تطوير إقتصاديات الدول النامية والإقتصاد الرقمي.
ولتوضيح دور وتحديات الإدارة الإلكترونية في ظل الإقتصاد الرقمي، لاحظنا فيما يخص تجربة الجزائر فبي هذا المجال، لا تزال في بداية المشوار لكنها في طريق التطور عن طريق جهود الدولة من خلال إستحداث وتطوير أنظمة ووسائل رقمية حديثة تساهم في التحول من الإدرة التقليدية إلى إدارة حديثة وتطوير الإقتصاد الرقمي.
وبغية التعرف على دور وتحديات الإدارة الإلكترونية في الجزئر،حاولنا دراسة البوابة الحكومية للخدمات العمومية وخدمة بريدي موب، حيث تهدف هذه الدراسة إلى البحث في مختلف جوانب الإدارة الإلكترونية في ظل تطورات الإقتصاد الرقمي ودورهافي تحسين الخدمة العمومية من خلال التطرق المفاهيمالخاصة لكل منهما، فتوصلنا إلى ان كل من البوابة الحكومية للخدمات العمومية وخدمة بريدي موب، توفر مجموعة من الخدمات المهمة والأساسية التي من شأنها ان تساعد في تخفيف العبء عن الإدارة والمواطن معا، إلا أنها ما تزال تواجه عدد من التحديات خارجة عن سيطرتها في تطبيق الإدارة الإلكترونية والإقتصاد الرقمي و التعرف على المبادئ العامة لها إضافة لمتطلبات ولاليات تطبيقها.
كما وجب التحول لاستعمال المنصات الرقمية مثل البوابة الحكومية للخدمات العمومية التي تسهل التعاملات للافراد.
Abstract:
Electronic management is considered as one of the most important strategies used to improve and upgrade public service in light of the digital economy, and to bring management closer to the citizen, and what resulted from the shift towards the electronic management project at the public level, and it represents one of the concepts of the digital revolution that allows everyone to know and provide administrative services. It has an important role in improving public services provided to citizens through speed in completion and perfection in service, such as accuracy and effectiveness, in addition to reduce procedures and complete transactions in the shortest possible time and at the lowest cost, and thus a shift quality in the public service model, Therefore, individuals should switch to use the tools of the digital economy and electronic management, as they facilitate transactions in a big way, Electronic management is an important tool that contributes to the development of the economies of developing countries and the digital economy.
In order to clarify the role and challenges of electronic management in light of the digital economy, we noted with regard to Algeria's experience in this field, it is still at the beginning , but it is on the path of development through the efforts of the state through the creation and development of modern digital systems and means that contribute to the transition from traditional management to modern management and develop The digital economy. In order to identify the role and challenges of electronic administration in Algeria, we tried to study the government portal for public services and the baridi mob service. Noting that both the government portal for public services and the baridi mob service provide a set of important and basic services that will help to reduce the burden on the administration and the citizen together, however, it still faces a number of challenges that are beyond its control in the application of electronic administration and the digital economy.
It was also necessary to switch to the use of digital platforms such as the government portal for public services that facilitate transactions for individuals.
