الصادرات الزراعية-المنتجات الزراعية-القيود غير التعريفية-منتجات الجودة الإقليمية-قواعد التجارة الدولية | | Résumé : | تتناول هذه الأطروحة موضوع ترقية الصادرات الفلاحية الجزائرية في ظل قواعد التجارة الدولية للمنتجات الزراعية، من خلال عرض أهم مراحل تحرير تجارة المنتجات الزراعية في ظل قواعد المنظمة العالمية للتجارة، ودراسة تحليلية لتطور التجارة الدولية للمنتجات الزراعية، بالإضافة إلى واقع القطاع الفلاحي من حيث الإنتاج والصادرات. كما ثم التعرف على أهم معوقات ومتطلبات نفاذ المنتجات الزراعية إلى الأسواق العالمية. وتهدف الدراسة إلى إبراز أهم جوانب القيود غير التعريفية التي تتسبب في عرقلة نفاذ المنتجات الزراعية، وتسليط الضوء على أهم معوقات العملية الإنتاجية ومتطلبات ترقية الصادرات في ظل قواعد التجارة الدولية للمنتجات الزراعية. وخلصت الدراسة إلى أن القطاع الفلاحي الجزائري يعاني عدة مشاكل وفي مختلف فروعه، انطلاقا من تسيير الموارد الطبيعية ومشكلة العقار الفلاحي إلى المياه والسقي وكذلك السياسة التمويلية والدعم وصولا إلى التسويق والسياسة التجارية. كل هذه التحديات وجب تكييفها تماشيا وقواعد التجارة الدولية للمنتجات الزراعية للوصول إلى أكثر كفاءة إنتاجية وفعالية تصديرية.
Abstract
This thesis addresses the topic of promoting Algerian agricultural exports under the rules of international trade in agricultural products. It does so by presenting the main stages of liberalization of trade in agricultural products under the rules of the World Trade Organization (WTO), conducting an analytical study of the development of international trade in agricultural products, and examining the current state of the agricultural sector in terms of production and exports. The thesis also identifies the main barriers and requirements for the entry of agricultural products into world markets.
The study aims to highlight the main aspects of non-tariff barriers that hinder the entry of agricultural products, and to shed light on the main obstacles to the production process and the requirements for promoting exports under the rules of international trade in agricultural products.
The study concluded that the Algerian agricultural sector faces a number of problems in various branches, ranging from the management of natural resources and the problem of agricultural property to water and irrigation, as well as the financing and support policy, up to marketing and trade policy. All of these challenges must be adapted in line with the rules of international trade in agricultural products in order to achieve greater production efficiency and export effectiveness.
