Keywords: Port logistics, organizational obstacles Résumé : هدفت هذه المذكرة إلى تشخيص التحديات اللوجستية في مؤسسة ميناء بجاية مع التركيز على العوائق التنظيمية والحلول المقترحة ،تنبع أهمية الدراسة من كون الميناء منصة محورية للتجارة الخارجية، ما يستلزم مستويات عالية من التنظيم لضمان الانسيابية وتقليص الاختناقات. حيث أننا إتبعنا في الدراسة المنهج الوصفي التحليلي وجمعنا بيانات نوعية عبر مقابلات موجهة مع عينة قصدية من سبعة فاعلين رئيسيين .أظهرت النتائج بطئ في الإجراءات الجمركية والإدارية، وفجوات في التنسيق بين الميناء والجمارك والأمن والمناولة، وتشتت في تدفقات المعلومات، إلى جانب قيود في الجاهزية والمعدات والسعات التخزينية، وهو ما يطيل زمن الإفراج وبقاء الحاويات ويرفع التكاليف. وتوصي الدراسة برقمنة شاملة عبر منصة المجتمع المينائي APCS، وتبسيط الإجراءات مع قياس زمني منهجي وفق WCO TRS، وتحديث البنية والمعدات واعتماد صيانة مدعومة بنظام CMMS وتقنيات إنترنت الأشياء، إلى جانب التدريب المستمر وتعزيز الحوكمة لتحسين التنافسية وجودة الخدمة. Abstract : This study aimed to diagnose the logistical challenges at the Port of Béjaïa, with a focus on organizational obstacles and proposed solutions. The importance of the study stems from the fact that the port serves as a central platform for foreign trade, requiring high levels of organization to ensure smooth operations and reduce bottlenecks. The study adopted a descriptive-analytical methodology and relied on qualitative data collected through guided interviews with a purposive sample of seven key actors. The findings revealed delays in customs and administrative procedures, gaps in coordination between the port, customs, security, and handling operations, as well as fragmentation in information flows. In addition, constraints related to readiness, equipment, and storage capacities were identified, all of which prolonged clearance times, increased container dwell times, and raised costs. The study recommended comprehensive digitization through the Port Community System (APCS), simplification of procedures with systematic time measurement in line with the WCO TRS, modernization of infrastructure and equipment supported by CMMS-based maintenance and Internet of Things technologies, along with continuous training and strengthened governance to enhance competitiveness and service quality.
