ولتحقيق أهداف الدراسة، تم اعتماد المنهج الوصفي التحليلي، واستخدام المقابلة كأداة رئيسية لجمع البيانات، إضافة إلى تحليل بيانات إحصائية رسمية من مؤسسات داعمة.
شملت الدراسة مقابلات مع خبيرين في المجال، وتحليلًا لمؤشرات المشاريع المحتضنة في حاضنة جامعة سطيف 1 بين 2022 و2025، وكذا مراجعة لحصيلة تمويل صندوق ASF خلال نفس الفترة.
أظهرت النتائج أن المؤسسات الناشئة في الجزائر تواجه صعوبات متعددة، أبرزها تعقيد الإجراءات الإدارية، محدودية المرافقة، ضعف التنسيق بين الفاعلين، وصعوبات في تفعيل الامتيازات الممنوحة. كما بيّنت المعطيات أن عدد المشاريع الممولة سنويًا لا يعكس حجم الطلب الوطني، وأن الحاضنات الجامعية تفتقر إلى التجانس في الأداء والدعم الهيكلي.
وقد أكدت الدراسة صحة الفرضيات المطروحة، ودعت إلى إصلاحات تمس الجوانب التنظيمية والتنسيقية والتمويلية، مع ضرورة تفعيل الشباك الموحد، وتبسيط الإجراءات، وتحسين الاستفادة من الدعم الموجَّه لفئة المؤسسات الناشئة.
Abstract:
The Reality of Startup Financing in Algeria – A Case Study of the Sétif 1 University Incubator and the Algerian Startup Fund (ASF)
This study aims to examine the reality of financing startups in Algeria by identifying the main obstacles hindering access to funding, evaluating the effectiveness of current mechanisms, and focusing on the case of the Sétif 1 University Incubator and the Algerian Startup Fund (ASF).
To achieve this, the descriptive-analytical method was adopted. Data collection relied primarily on expert interviews and the analysis of official statistics from relevant institutions.
The study included two expert interviews, an analysis of incubator project statistics between 2022 and 2025, and a review of funding figures provided by the ASF during the same period.
The findings indicate that Algerian startups face several challenges, most notably: complex administrative procedures, weak post-funding support, poor coordination between stakeholders, and limited access to actual financial and tax incentives. The data also show that the number of projects funded annually remains far below the national demand, and that university incubators lack consistency in performance and support.
The study confirms the proposed hypotheses and calls for structural reforms to improve coordination, simplify procedures, and enhance the effectiveness of startup support mechanisms.
