Public ISBD Titre : دور الرقمنة في تطوير الخدمات اللوجستية للموانئ : دراسة حالة ميناء بجاية Type de document : texte imprimé Auteurs : بن عدي وليد, Auteur ; محمد العيد بيوض, Directeur de thèse Editeur : كلية العلوم الاقتصادية والتجارية وعلوم التسيير جامعة فرحات عباس سطيف1 الجزائر Année de publication : 2025 ISBN/ISSN/EAN : TH/M5381 Langues : Arabe Tags : digitization, logistics services, Bejaia port, logistics performance, ports الكلمات المفتاحية: الرقمنة، الخدمات اللوجستية، ميناء بجاية، الأداء اللوجستي، الموانئ Résumé : هدفت هذه الدراسة الى ابراز دور الرقمنة في تطوير الخدمات اللوجستية، من خلال التركيز على حالة ميناء بجاية كأحد الموانئ الحيوية في الجزائر. وقد جاءت هذه الدراسة في ظل التحولات التكنولوجية المتسارعة، التي أصبحت تفرض على مختلف الفاعلين الاقتصاديين، لاسيما الموانئ، تبني أدوات رقمية حديثة للرفع من الكفاءة وتحسين جودة الخدمات. اعتمدت الدراسة على منهج وصفي تحليلي، مدعم بدراسة تطبيقية تناولت واقع استخدام الوسائل الرقمية داخل الميناء، وتأثيرها على العمليات اللوجستية مثل استقبال السفن، معالجة الحاويات، إدارة التخزين، والتنسيق مع المتدخلين. وقد أظهرت النتائج أن الرقمنة ساهمت بشكل واضح في تسريع الإجراءات، تقليص التكاليف، وتحسين دقة المعطيات، إلا أن هناك عراقيل تنظيمية وبشرية وتقنية تحد من تحقيق الأثر الكامل لهذا التحول. خلصت المذكرة إلى أن تبني الرقمنة بشكل فعّال يتطلب رؤية استراتيجية واضحة، تدعيم البنية التحتية التكنولوجية، وتكوين الموارد البشرية، مما يجعل من الرقمنة ركيزة أساسية للنهوض بالأداء اللوجستي للموانئ الجزائرية، وعلى رأسها ميناء بجاية. Abstract : This study aimed to highlight the role of digitization in developing logistics services, by focusing on the case of the port of Bejaia as one of the vital ports in Algeria. This study came in light of the rapid technological transformations that have forced various economic actors, especially ports, to adopt modern digital tools to increase efficiency and improve the quality of services. The study relied on a descriptive and analytical approach, supported by an applied study that addressed the reality of using digital means within the port, and their impact on logistical operations such as receiving ships, handling containers, managing storage, and coordinating with stakeholders. The results showed that digitization has clearly contributed to accelerating procedures, reducing costs, and improving data accuracy, but there are organizational, human, and technical obstacles that limit achieving the full impact of this transformation. The memorandum concluded that adopting digitization effectively requires a clear strategic vision, strengthening the technological infrastructure, and forming human resources, which makes digitization an essential pillar for improving the logistical performance of Algerian ports, most notably the port of Bejaia.
