Keywords:Foreign Trade, Customs Regulations, Transit System, SIGAD System, ALCES System | | Résumé : | تهدف الدراسة إلى تقديم إطار نظري وتطبيقي للتعرف على عناصر التجارة الخارجية، والأهمية التي تلعبها في الاقتصاد الوطني، وكذا مدى فعالية تطبيق الأنظمة الجمركية في الجزائر ودورها في تسهيل عمليات التجارة الخارجية بصفة عامة، ونظام العبور الجمركي بصفة خاصة، إلى جانب معرفة أهم التحديات التي عرفها هذا النظام، كما تبحث هذه الدراسة عن إمكانية تطوير الاجراءات الجمركية المتعلقة بنظام العبور وتبسيطها، وذلك عن طريق تبني نظام للتسيير الآلي للعمليات الجمركية، المتمثل في نظام SIGAD الذي عرف عجزا وقصورا في السنوات الاخيرة، مما أجبر على الدولة العمل على تحديثه بالشراكة مع دولة كوريا الجنوبية، التي تتمتع بخبرة عالية وتمتلك نظام آلي صُنف الأول عالميا من قبل المنظمة العالمية للجمارك، إلى نظام أكثر كفاءة وفعالية يتماشى والتطورات العالمية وهو نظام ALCES. كما تطرقت الدراسةالى محاولة معرفة واقع نظام العبور في الجزائر من خلال الدراسة الميدانية التي تمت على مستوى مفتشية الجمارك بسطيف.
Abstract:
The study aims to provide a theoretical and applied framework, for identifying elements of foreign trade and the importance it plays in the national economy, as well as the effectiveness of the application of Algeria's customs regulations,and its role in facilitating foreign trade operations in general, and the customs transit system in particular., besides that to know the most important challenges that this system has experienced. This study also looks at the possibility of developing and simplifying customs procedures related to the transit system, by adopting an automated system for customs operations, the SIGAD system, which has known deficits and shortcomings in recent years, which forced the state to work to update it, in partnership with the State of South Korea, which is highly experienced and possesses an automated system that has been ranked the world's first by the World Customs Organization, to a more efficient and effective system in line with global developments, the ALCES system.The study also assesses the current state of the transit system in Algeria through field research conducted at the Customs Inspectorate in Setif.
