Keywords: municipal budget ,financial control, regulatory bodies. | | Résumé : | هدفت هذه الدراسة إلى معرفة كيفية الرقابة المالية على ميزانية البلدية من خلال التطرق إلى رقابة المجلس الشعبي البلدي باعتباره الجهاز المكلف بالتصويت على ميزانية البلدية قبل أن تصادق عليها الجهات المعنية، بالإضافة إلى الرقابة الممارسة من طرف أجهزة وزارة المالية ومجلس المحاسبة، ولتحقيق هذا الهدف اعتمدنا في الجانب النظري على المنهج الوصفي في إطار البحث عن المفاهيم المتعلقة بموضوع الدراسة، واعتمدنا في الجانب التطبيقي على منهج دراسة حالة لبلدية القلتة الزرقاء من خلال تحليل الوثائق الخاصة بها من ميزانيات وجداول إحصائية...إلخ، وذلك خلال الفترة الممتدة من سنة 2022 إلى سنة 2023.
وقد توصلت الدراسة إلى مجموعة من النتائج أبرزها: أن المنظومة الرقابية الحالية لا تواكب التطورات الحاصلة في الميدان ويستحسن من المشرع الجزائري أن يعيد النظر في هذه المنظومة بشكل عام.
abstract:
This study aimed to know how the financial control over the municipal budget by addressing the control of the Municipal People's Assembly as the body in charge of voting on the municipal budget before it is approved by the concerned authorities, in addition to the control exercised by the agencies of the Ministry of Finance and the Accountancy Council.The theoretical side is based on the descriptive approach in the context of searching for concepts related to the subject of the study,and we relied on the practical side on the methodology of a case study of the municipality of Al-Qalta Al -zarqa by analyzing its documents such as budgets and statistical tables .....etc.during the extended period. Year of 2022 to 2023.
The study reached a set of results, most notably: The current regulatory system does not keep pace with developments in the field, and we consider it desirable for the Algerian legislator reconsider this system in general.
