Résumé : هدفت هذه الدراسة إلى إبراز دور القطاع المصرفي في تدعيم بيئة الإستثمار في الجزائر، خاصة في ظل قانون الإستثمار الجديد وهذا باستخدام المنهج الوصفي التحليلي لمختلف الإصلاحات التي جاءت بها قوانين الإستثمار والقوانين المصرفية التي مست القطاع المصرفي وقطاع الإستثمار في الجزائر. تم من خلال هذا البحث، التوصل لعدة نتائج، لعل أهمها عدم وجود تناسق بين مختلف هذه القوانين أدى إلى زيادة حالة عدم الإستقرار فيما يخص مناخ الإستثمار في الجزائر، هذا من جهة، ومن جهة أخرى، عدم الإستغلال الجيد للإمكانيات التي يتمتع بها القطاع المصرفي الجزائري سواء من ناحية الموارد والقدرة على التمويل، أو من ناحية الخدمات البنكية المقدمة خاصة للمشاريع الإستثمارية ، بينت أن الجزائر حاولت وطيلة سنوات إصلاح قطاعها المصرفي، محاولة بلوغ مستوى أداء مقبول، لكن رغم ذلك لا يزال القطاع المصرفي الجزائري يواجه العديد من التحديات ليتمكن من المساهمة في ترقية ودعم الإستثمار في الجزائر. Abstract This study aimed to clarify the role of the Banking sector in enhancing the investment environment in Algeria, especially in light of the new investment law, using a descriptive analytical approach of the various reforms introduced by investment laws and banking laws that affected the banking sector and the investment sector in Algeria. Through this research, several results were reached, perhaps the most important of which is the lack of consistency between the various laws that led to an increase in the state of instability with regard to the investment climate in Algeria, on the one hand, and on the other hand, the lack of good exploitation of the capabilities that the Algerian banking sector enjoys. Whether in terms of resources and the ability to finance, or in terms of banking services provided, especially for investment projects, it showed that Algeria has tried for years to reform its banking sector, trying to reach an acceptable level of performance, but despite this, the Algerian banking sector still faces many challenges to be able to contribute to Promote and support investment in Algeria.
