Résumé : تمارس المؤسسات الناشئة دورا أساسيا في تحقيق التنمية الاقتصادية والاجتماعية، وهذا بسبب الخصائص والمزايا التي تتمتع بها، لكن هناك مجموعة من الصعوبات تعرقل انشائها ونشاطها واهمها الصعوبات التمويلية. وظهرت تقنية حديثة اعتبرت بمثابة حل لحل المشاكل التمويلية، لأنها تتلاءم مع إمكانيات المؤسسات الناشئة وتهدف الى تحقيق قيمة مضافة لها، الا وهي تقنية التمويل برأس المال المخاطر من قبل مؤسسات رأس المال المخاطر. وانتهجت الجزائر هذه التقنية التمويلية حديثا، لكنها لم تحقق النتائج المرجوة كما هو عليه الحال في الدول المتقدمة بسبب الصعوبات التي تواجهها، وعدم توفير الدولة الجزائرية للمناخ الاستثماري المناسب لهذا النوع من المؤسسات. والهدف من هذه الدراسة هو التعرف على تقنية التمويل برأس المال المخاطر، مع تسليط الضوء على أبرز المعوقات التي تواجه مؤسسات رأس المال المخاطر في الجزائر، حيث تم التطرق فيه الى أبرز المفاهيم حول رأس المال المخاطر ورأس المال الاستثماري وبداية ظهور هذه التقنية التمويلية، وأبرز الاستراتيجيات المنتهجة من قبل مؤسسات رأس المال المخاطر ومزاياها وعيوبها. Resume : Startups play a fundamental role in achieving economic and social development due to their characteristics and advantages. However, there are several challenges that hinder their establishment and operations, with financial difficulties being the most significant. A modern technology has emerged as a solution to overcome these financial obstacles, as it aligns with the capabilities of startups and aims to create added value for them. This technology is known as venture capital financing. Recently, Algeria has adopted this financing technology. However, it has not achieved the desired results as seen in advanced countries, primarily due to the challenges it faces and the lack of a suitable investment climate provided by the Algerian government for this type of institution. The objective of this study is to explore the venture capital financing technology while highlighting the major obstacles faced by venture capital institutions in Algeria. The study covers essential concepts related to venture capital and investment capital, the emergence of this financing technology, and the prominent strategies adopted by venture capital institutions, along with their advantages and disadvantages.
