Keywords: Financial Support Devices, Small Enterprises, National Unemployment Insurance Fund, Setif. | | Résumé : | هدفت الدراسة إلى بحث دور أجهزة الدعم المالي في تمويل المؤسسات المصغرة وذلك بالتطبيق على الصندوق الوطني للتأمين عن البطالة –سطيف-. بغية معالجة الموضوع تم اعتماد المنهجين الوصفي والتحليلي ومنهج دراسة الحالة، حيث تم الاستناد إلى إحصائيات حول عدد المؤسسات المصغرة وكذا تلك الممولة من قبل الصندوق، بالإضافة إلى دراسة حالة مؤسسة ممولة من قبل الصندوق الوطني للتأمين عن البطالة –سطيف. توصلت الدراسة إلى النتائج الآتية: (1) تشهد المؤسسات المصغرة ارتفاعا في عددها من سنة إلى أخرى. (2) يتراجع دور الصندوق الوطني للتأمين عن البطالة في تموثل المؤسسات المصغرة على المستويين الوطني والمحلي. (3) تمتاز إجراءات إنشاء المؤسسات المصغرة بالاعتماد على الصندوق الوطني للتأمين عن البطالة بالانتظام والدقة، ويعاب عليها كثرتها وطولها.
This study aims to investigate the role of financial support devices in funding small enterprises, specifically by studing the case of the National Unemployment Insurance Fund in Setif. To do so, descriptive, analytical, as well as a case study methods have been adopted, where statistics regarding the number of small enterprises, including those funded by the fund have been used, in addition to examining a practical case of an entreprise funded by the the National Unemployment Insurance Fund in Setif. The study has reached the following results : (1) The number of small enterprises is increasing from year to year. (2) The role of the National Unemployment Insurance Fund in supporting small entreprises at the national and local levels is declining.
