التشاركية، حيث اصبحت تكتسي أهمية بالغة بكونها آلية جديدة تعمل على اشراك المواطنين
والمجتمع المحلي في التنمية المحلية
حيث ان السلطة المحلية تبنت هذه المقاربة التي تهدف الى توسيع دائرة المشاركة في صنع
القرار المحلي ومتابعة البرامج والمشاريع التنموية وذلك بوضع قوانين لتمكين منظمات المجتمع
المدني من المساهمة في تسيير الشؤون العامة
وبالرغم من وضع هذه القوانين التي أن تجسيدها على أرض الواقع يواجه عدة معيقات ومشاكل
من بينها غياب الشفافية والمساءلة، وقلة الإدراك والوعي في مجال المشاركة
