Keywords: foreign direct investment, investment climate, export competitiveness, Algerian exports. | | Résumé : | تهدف هذه الدراسة الى تسليط الضوء على أهمية الاستثمار الأجنبي المباشر في تحسين كفاءة الهيكل التصديري بالجزائر خلال الفترة 2000-2021، حيث شهدت هذه الفترة جملة من الإصلاحات والإجراءات التي تهدف الى انشاء بيئة أعمال تساهم في جذب أكبر للاستثمارات الاجنبية المباشرة، وبالتالي المساهمة فيتنويع صادرات الجزائروالتخلص منالتبعية المطلقة لقطاع المحروقات.
وقد توصلت الدراسة،من خلال المؤشرات التي تم تناولها بخصوص مناخ الاستثمار في الجزائر، إلى أنجل الإصلاحات والإجراءات السابقة لم ترقى الى تحسين المناخ الاستثماري بالشكل المطلوب، وذلك بسبب بعض العراقيل الإدارية والبيروقراطية التي لازلت تميز الاقتصاد الجزائري.
كما بينت الدراسة أيضا أن الاستثمار الأجنبي المباشر يؤثر إيجابا على الصادرات الجزائرية، لكن يبقى هذا التأثير يقتصر على قطاع المحروقات، حيث أن جل الاستثمارات الأجنبية المباشرة الواردة توجهت إلى هذا القطاع، وبالتالي يبقى تأثيره محدودا بخصوص الدفع بتنويع صادرات البلد خارج قطاع المحروقات.
Abstract:
This study aimed to highlight the importance of foreign direct investment (FDI) in improving the efficiency of the structure of exports in Algeria during the period 2000-2021.
Knowing that this period has seen a number of reforms and procedures that aimed to creating a business environment that contributes to greater attraction of FDI, and thus contributes to diversifying Algeria's exports and getting rid of absolute dependence on the hydrocarbon sector.
Our study concluded, through the indicators that have been treated concerning the investment climate in Algeria, that most of the previous reforms and procedures have not improved the investment climate as required, due to certain administrative and bureaucratic obstacles that still characterize the Algerian economy.
The study also showed that FDI has a positive impact on Algerian exports, but this effect remains limited to the hydrocarbons sector, since most of the incoming FDI concerns this sector; therefore, its impact remains limited in terms of diversifying the country's exports from the non-hydrocarbon sector.
