Keywords: Entrepreneurship, small and medium-sized enterprises, support agencies, National Unemployment Insurance Fund. | | Résumé : | الملخص: تهدف هذه الدراسة إلى معرفة دور الهيئات الدعمة في تعزيز المقاولاتية، ومنه نريد توضيح العلاقة بين هيئات دعم المؤسسات الصغيرة والمتوسطة والمقاولاتية ولهذا فقد تم إجراء الدراسة الميدانية على الصندوق الوطني للتأمين عن البطالة بولاية سطيف باعتباره كان من أهم الهيئات الممولة الداعمة التي وضعتها الدولة الجزائرية للنهوض بالقطاع المقاولاتي من خلال ما يقدمه من امتيازات وضمانات وتوجيهات لأصحاب المشاريع الناشئة.
بينت هذه الدراسة وجود كل من الدعمين المادي المتمثل في التمويل والدعم الغير مادي المتمثل في المرافقة والتكوين، كما ساهم الصندوق في التقليل من حدة البطالة من خلال توفير مناصب الشغل، كما يعتمد على أساليب مبتكرة لترقية المقاولتية كالتكوين، التأهيل، التوجيه ومتابعة المشاريع.
Abstract :This study aims to understand the role of supporting agencies in promoting entrepreneurship. We want to clarify the relationship between small and medium-sized enterprise support agencies and entrepreneurship. For this reason, a field study was conducted on the National Unemployment Insurance Fund in the Sétif Province, as it is considered one of the most important supporting funding agencies established by the Algerian state to promote the entrepreneurial sector through the benefits, guarantees, and guidance it provides to startup owners.
This study showed the existence of both material support in the form of funding and non-material support in the form of accompaniment and training. The fund also contributed to reducing the severity of unemployment by providing job opportunities and relies on innovative methods to promote entrepreneurship, such as training, qualification, guidance, and project monitoring.
