نهدف من خلال هذه الدراسة إلى التعرف على موضوع التزام جامعة سطيف1 بتحقيق أهداف التنمية المستدامة، باعتبار أن موضوع التنمية المستدامة من المواضيع الهامة والحيوية في مختلف الجوانب في الوقت الحالي على المستوى الوطني والدولي، إلا أن جامعة سطيف1 كغيرها من الجامعات حاولت التعامل والتفاعل بجد، حول تطبيق أهداف التنمية المستدامة ونرى ذلك، من خلال مجموع من الجهود التي قامت بها ومختلف الخدمات التي قدمتها الجامعة للطلبة حيث استخدمنا المنهج الوصفي التحليلي والتاريخي الذي رأيناه مناسبا وتوصلنا الى النتائج التالية:جامعة فرحات عباس سطيف1 تعد واحدة من المؤسسات الأكاديمية المتميزة في الجزائر، حيث تضم مجموعة من التخصصات الأكاديمية وتضم مجموعة من الكليات، التي تسعى لتلبية احتياجات المجتمع٬وتسعى باستمرار لتعزيز معايير الجودة في التعليم والبحث العلمي، مما يجعلها وجهة مفضلة للطلاب الباحثين عن التميز الأكاديمي والمهني.

توصلنا إلى أن جامعة فرحات عباس سطيف1 تعمل على تحقيق أهداف التنمية المستدامة من أجل الوصول إلى جامعة مستدامة.
Abstrac:
We aim through this study to identify the topic of the commitment of the University of Setif1 to achieve the goals of sustainable development, as the topic of sustainable development is one of the important and vital topics in various aspects at the present time at the national and international level, but the University of Setif1 like other universities tried to deal and interact seriously, about the application of the goals of sustainable development and we see this through a set of efforts made and various services provided by the university to students where we used the analytical and historical descriptive method that we considered appropriateand we reached the following results: Farhat Abbas University Setif1 is one of the distinguished academic institutions in Algeria, as it includes a range of academic disciplines and a group of faculties, which seeks to meet the needs of society, and constantly strives to promote quality standards in education and scientific research, making it a preferred destination for students seeking academic and professional excellence.
In partnership with the Directorate of University Services, the University of Setif1 is making great efforts to achieve the Sustainable Development Goals, especially poverty eradication and hunger eradication, by providing diverse and quality services to students and staff.
The University of Setif1 is actively contributing to the achievement of SDG 3 "Good Health", as it has the basic health facilities and the necessary health personnel.
It has worked to achieve the fourth goal "Quality Education" by providing free education to every holder of a baccalaureate degree without gender discrimination, and provides international curricula by relying on specialised academic staff to ensure the graduation of qualified students.
We conclude that Farhat Abbas University Setif1 is working to achieve the Sustainable Development Goals (SDGs) in order to reach a sustainable university.

من أجل ذلك تناولت الدراسةتحليل مدى فعالية الاستراتيجيات الجديدة لكل من البنك العالمي وصندوق النقد الدولي لتخفيف ديون البلدان الإفريقية الفقيرة المثقلة بالديون و المتمثلة في مبادرتي البلدان الفقيرة المثقلة بالديون (HIPC) ومبادرة تخفيف أعباء الديون متعددة الأطراف (MDRI)،و برنامج الحد من الفقر وتعزيز النمو ((PRGF و المشروطة بإعداد ما يعرف بأوراق استراتيجيات الحد من الفقر(PRSPs).
خلصت الدراسة إلى أن هذه الاستراتيجيات قد شكلت تحولًا مغايرا في طريقة معالجة أزمة الديون الإفريقية خلال العقود الأخيرة،لكن نجاحهاكان كميا في الفترة التي تلت تطبيق المبادرات، فقد ساهمت في تقليص حجم الدين الخارجي بشكل ملحوظ، وخفض مخاطر التعثر، وفتحت المجال أمام زيادة الإنفاق العام على القطاعات الاجتماعية، لكن على مستوى القضاء على الفقر لم يكن هناك تحسنا كبيرا، وهذا راجع إلى أنها لم تحدث تحول هيكلي عميق في الاقتصاديات الإفريقية، مما أبقى هذه البلدان في حالة تبعية مالية وتقنية للمؤسسات الدولية وعدم الخروج من دائرة الفقر.
Abstract
This studyaims to identify the role of international institutions' debt relief strategies in povertyeradication in poor and heavilyindebtedAfrican countries by linking the use of debt relief to social spending and the implementation of povertyreductionpolicies.
Therefore, thisstudyanalyzes the effectiveness of the new strategiesimplemented by the World Bank and the International MonetaryFund (IMF) to alleviate the debtburden of heavilyindebtedpoorAfrican countries (HIPCs). Thesestrategiesinclude the HIPC Initiative, the MultilateralDebt Relief Initiative (MDRI), and the PovertyReduction and Growth Program (PRGF), whichis contingent upon the preparation of PovertyReductionStrategyPapers (PRSPs). The studyconcludesthatthesestrategiesrepresent a significant shift in how the Africandebtcrisis has been addressed in recentdecades. However, theirsuccess has been largely quantitative in the periodfollowing the implementation of the initiatives. They have contributed to a substantialreduction in externaldebt, lowered default risks, and allowed for increased public spending on social sectors. Despitethis, there has been littleimprovement in povertyeradication. This isbecausethesestrategies have not brought about a profound structural transformation in Africaneconomies, leavingthese countries financially and technologicallydependent on international institutions and trapped in a cycle of poverty.

Résumé : This study aimed to identify the role played by business incubators and entrepreneurship development centers in supporting student entrepreneurs. It employed a descriptive-analytical approach in the theoretical aspect, utilizing relevant primary references in both Arabic and foreign languages. Data obtained was analyzed using SPSS version 28, and interviews were conducted with those in charge of these centers . University support and mentoring agencies offer training and guidance programs for students with entrepreneurial ideas, relying on a group of qualified and experienced instructors and mentors from professors and social partners such as the National Agency for the Support and Promotion of Investment (NASDA). Entrepreneurs are also called upon to share their successful entrepreneurship experiences, encouraging student entrepreneurs to continue to realize their entrepreneurial ideas. Despite this, these agencies continue to face numerous challenges, most notably a lack of funding, limited space in light of the increasing number of student entrepreneurs, and the difficulty of reconciling pedagogical commitments with the training and development requirements of students. Résumé : This study aimed to identify the role played by business incubators and entrepreneurship development centers in supporting student entrepreneurs. It employed a descriptive-analytical approach in the theoretical aspect, utilizing relevant primary references in both Arabic and foreign languages. Data obtained was analyzed using SPSS version 28, and interviews were conducted with those in charge of these centers . University support and mentoring agencies offer training and guidance programs for students with entrepreneurial ideas, relying on a group of qualified and experienced instructors and mentors from professors and social partners such as the National Agency for the Support and Promotion of Investment (NASDA). Entrepreneurs are also called upon to share their successful entrepreneurship experiences, encouraging student entrepreneurs to continue to realize their entrepreneurial ideas. Despite this, these agencies continue to face numerous challenges, most notably a lack of funding, limited space in light of the increasing number of student entrepreneurs, and the difficulty of reconciling pedagogical commitments with the training and development requirements of students.
